Priority of Access

The Prom Coast Centres for Children Enrolment and Orientation Policy for Long Day Care and Kindergarten set out the criteria of the Priority of Access (PoA) for places in our long day care and kindergarten programs. A summary of the PoA is outlined below.

Long Day Care

The long day care programs at the Foster Centre apply the following priority of access in accordance with Family Assistance Law:

  • First Priority: a child at risk of serious abuse or neglect
  • Second Priority: is given to workforce participants where a single parent, or both parents are employed, seeking employment or studying or training for future employment.
  • Third Priority: any other child.

Within these main categories priority is also be given to the following children:

  • children in Aboriginal and Torres Strait Islander families
  • children in families which include a disabled person
  • children in families which include an individual whose adjusted taxable income does not exceed the lower income threshold for the tax year or who or whose partner are on income support
  • children in families from a non-English speaking background
  • children in socially isolated families
  • children of single parents.

PCCC has a local priority of access to assign places when our waitlists are full

  • Children currently attending LDC at PCCC
  • Siblings of children currently attending LDC at PCCC
  • Families living in the local school zones of Foster, Fish Creek, Toora and Welshpool
  • Both parents working or studying in local school zones of Foster, Fish Creek, Toora and Welshpool
  • One Parent working or studying in local school zones of Foster, Fish Creek, Toora and Welshpool

All families are welcome to use the long day care service however to comply with the government guidelines the service may require a Priority 3 child to vacate a place to make room for a child with a higher priority.  At least 14 days notice will be given in the rare event that there is need for your child to vacate.

Kindergarten

The South Gippsland Shire Central Registration and Enrolment Scheme (CRES) allocates kindergarten places in accordance with Depatment of Education priority of access criteria.

  • Children at risk of abuse or neglect, including children in Out-of-Home Care
  • Aboriginal and/or Torres Strait Islander children
    • Asylum seeker and refugee children
  • Children eligible for the Kindergarten Fee Subsidy
  • Children with additional needs

In addition to this the CRES apply points systems based on local criteria

  • Existing familiy within SGS, deferral and repeats
  • Sibling once attended service
  • South Gippsland residents
  • Out of Shire residents DET Priority of Access
  • Existing families, deferrals and repeats out of SGS
  • Out of Shire aplications

Once the CRES priorityof access has been applied, Prom Coast Centres for Children apply a local priority of access.

  • Access to Foster Early Learning
